The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a capability provided through current data. From witness perspectives, defense planes that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its favour.

Present Conditions

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
