The Former President's Woke Warning Overlooks The Continent's True Danger: Technological Decline.

Donald Trump's security policy document presents a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas represent an grave threat to European civilization. Yet, this perspective is based on a serious misreading of the situation. The actual challenge confronting the EU is not societal but economic and technological lag.

The Stark Economic Gap Separating the US and Europe

The data paint a stark contrast. From 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. During this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major European economies like Italy and France.

Today, roughly 50% of the global top fifty technology firms are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Problem

The growing economic gap is driven by stronger productivity growth in the United States, largely due to technological innovation and better use of resources. The landscape of global tech dominance is overwhelmingly American. In the last five decades, 241 US firms have scaled into enterprises valued at more than $10bn, versus just 14 in Europe.

This disparity prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe positioned? Experts widely agree it is largely a two-horse race between the US and China, with European nations entering at a significant handicap.

Root Causes of Europe's Innovation Gap

Several major reasons explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. The EU has yet to establish a true unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can introduce a service under a single set of laws to access a market of hundreds of millions. The EU, despite a bigger population, is divided among twenty-seven separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance substantial change. Notable reports on EU competitiveness and the single market highlight the need for sweeping changes.

With the right policies and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a critical crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. But, without bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
